Council for relations with Italian Islam

 

The Council for relations with Italian Islam (Ministerial Decree of November10 2020 [Ministerial Decree of December 23 2015]), chaired by the Minister of the Interior L. Lamorgese, is resuming its activity. It is a body with consultative functions to explore the issues related to the exercise of civil rights of those who profess the Islamic faith in Italy. Among the 12 board members of the scientific panel, the Director of our IIC, Ida Zilio-Grandi, was reconfirmed.

Islam is the second religion of our Country. There are about 1,800,000 Muslims regularly resident, more than half coming from North Africa, at least 30% from Europe (Balkan and Central Eastern area) and the rest from Asia (especially Bangladeshi and Pakistani). In the light of this significant and growing presence, Italian Islam has not yet reached an agreement with the Italian Republic in accordance with Article 8, paragraph 3, of our Constitution. The case of 12 other confessions is different (http://presidenza.governo.it/.../confe.../intese_indice.html). The lack of an official recognition is due especially to the absence of an authoritative representative for the Italian Islam, to act as the main contact dealing with the institutions.

Since the 90s, the relations with the Muslims have been addressed by the Italian Government through the establishment of a series of consultative bodies. From the Council for Italian Islam (Min. G. Pisanu, 2005) to the Scientific Committee for Italian Islam (2006), to the Committee for Italian Islam (Min. R. Maroni, 2010) to the Council for Relations with Italian Islam (Min. A. Alfano, 2016).

The latter, composed by Stefano Allievi, Pasquale Annicchino, Rosaria Maria Domianello, Alessandro Ferrari, Maria Chiara Giorda, Shahrzad Houshmand, Paolo Naso, Vincenzo Pace, Younis Tawfiq, Francesco Zannini and Ida Zilio-Grandi, elaborated a National Pact for Italian Islam, signed by the Minister of the Interior, Marco Minniti, and the nine members of the Table for discussion with the representatives of the Islamic associations and communities in Italy (1 February 2017).
